I'm not really for tariffs. Unless the threat gets us other things we need. I think tariffs should never be about economic policy because they aren't. They are bad economic policy. But if on another issue you can say to a country unless you stop doing this we are severing ties with a large 40% exception tariff, that can make more sense.
Small tariffs make no sense because they don't achieve any political outcomes. They only effect economics, and only in a poor direction.
They also shouldn't last forever unless you really want to cut ties with them. It should be a very binary thing. Either the tariff is on or off, changed rapidly to get the most political leverage out of it. I wouldn't mind permanently cutting ties with China though. If we put a 40% tariff on China it would make the other pacific nations very rich and impoverish China. Maybe that's a good thing to adjust the balance of power. Basically that would turn off the direct connection of our economies. Then china would have to stay in the graces of countries that have a connection to us rather than the other way around.
