All animation is a trade-off with various limitations that define the style. At best you can make it with only 2/3 of these three elements: 1) economic, 2) fast, 3) quality. A law of compromise. Ultimately writing (story, characters, arcs, subtext, etc.) is most important. South Park looks like crap but has strong writing - for 3 decades. If there's a will there's a way - open-source develop it, do it on a budget, whatever. I hope he succeeds in his pursuits.
