Indeed.
This applies to most folks who are moderately aware - while most folks aren't even aware or even care.
But there are some who are active/action oriented - at one end are those with money and power seeking more, and at the other end are those doing things to resist the tyranny they see - and the majority of both of these groups, selfish or well-meaning, don't have enough good info.
And even fewer are actually effective.
