I don’t know. I would speculate that the military would take out something to prevent power from being turned on again if it was already out. But we’ll just have to see as more of the story comes out.
Edit: I watched the clip again. Several scenes show streetlights are on. Unless the target was a single substation in the city, it looks like power is on.

It's about being born rich, calling for war, and not having to fight because you're a "fortunate son."
Moreover, John Fogerty is a lifelong Democrat and liberal. I hope he reminds Trump of the irony of using that tune at this time.
