Made by Go1dfish. Did you know that Go1dfish and I swapped some of our alts on different platforms (mostly as a favor to him) to throw off the scent of some rabid redditors. I've seen that before. But I'm not convinced. I still don't understand what he means by "go1dfish is not associated with this site as far as I'm aware." What site? As in notabug? That literally isn't true. And if some other site there isn't enough information to even track what they are talking about.
And here's another notabug post where Weegs explains how he sent money to go1dfish (with lots of unbelievable details, but well that's what kind of person he is, you saw him here in chat already):

"this site" is Saidit I guess.
