That could be. I get the impression that the courts and the Pentagon have informally vetoed any further use of federal troops where the governors don't want them. Sure, he can send in the feds, that's his privilege.

Think about it. If increased federal agent presence is a net-negative for Portland, by sheer presence alone, then are they not a negative for other places? This makes their movement to Portland a net-neutral because other places now have fewer. Assuming as these people do that federal agent presence is a negative then the only way to have a net-positive is to have fewer in total and not worry about where they are.
That is of course unless Antifa actually loves the government, except the moment when it interferes with their communism.

This also could be pure theatrics: Trump supporters love that Portland lefties are inconvenienced -> good for support among the base.
