My personal opinion is that orgs should be able to do whatever they want. It's a good argument against monopoly and against government paying into sports and picking certain sports orgs to be winners or pressuring them. It's freedom of association and disassociation.
Leagues should be able to choose to segment people by weight, skill level, sex, gender, race, height, arm span, drug status, or whatever else they want. If they choose well players and fans will want to associate with that league. If no league becomes too official or state sanctioned then anyone else with a better way of splitting up participation can put together events. If that matches better what fans want to see or athletes want to participate in then that becomes the new "official."
So in the case of high school sports the solution is make all sports private leagues. Why do we need our childrens' manditory brainwashing camp to be affiliated with sports?

They already do. And look where we are. If you let anyone do what they want, they will do what they want and destroy what is good, just and morale. Because most people are not.
But certain ones get association with governments, get stadiums built for them on tax payer money, get entire city infrastructure overhauled for their events, or are generally over recognized as official.
We should stop recognizing any of these orgs as being central authorities. And when they do things we don't like we shouldn't ask how we can reform them as if that's the only option. We should ask how we can replace them.
