It's quite amazing how much power congress sold of their own power by over using it. The executive branch can only act with powers given to it by congress. But 200 years of legislation later the executive branch can basically make any decision and then find the passed legislation to support it with almost zero fail. And hey, if they can't find it might as well try anyway.
Where as congress has to pass things effectively in three houses one of which is the white house itself. For a system with "balanced" power it seems like congress legislated themselves out of relevance.
