It's a Catch 22 paradox:

Luigi is considered insane if he willingly shot an insurance executive. (Unless we appreciate that shooting him was actually a sane choice.)

If Luigi claims he was insane while shooting the insurance executive, the very act of making that claim proves he is perfectly rational and sane.

Ergo, anyone who claims he was insane while shooting the insurance executive should be sane enough to understand that it was indeed insane to shoot the guy.

(Unless of course it wasn't insane, in which case Luigi shouldn't be in jail. Therefore he's insane and should instead go to a treatment centre for a month.)
