It makes sense. Switzerland is one of those really small countries that has extremely high standards. It mentions that the restriction will not consider who wants to come in. But that will likely change once they near 10 million and they realize they want to economize with their last slots for arrivals.
I just hope they had rules in place that people who move in will never be able to vote.
