The motive behind only showing users who have used the chat recently is to couple it tighter with the intent of a chat users list. Otherwise it shows anyone who visits the site even if they don't use chat.
Link to your own comments on the front page in the sidebar: I've had a good number of people say they can't find their own comments. The current way is to look at your own profile by clicking your name, and "user's comments" is linked in the sidebar. This expired featured added it to the sidebar on the front page. It should increase the amount of conversation in the site if you can find your past conversations faster.
First comment gets bonus points: This one was made to encourage more people to be the first to comment on something. It gets the ball rolling on conversation and leads to fewer empty threads.
Comments start with a score of 1: This one is straight forward. It made the comments more consistent with posts, which start with 1.
Re-sort after voting: This one encourages more voting and gives more action feedback when you can see the outcome of voting. Very few sites have this.
