I changed the code for the user list in chat. It now only shows the intersection of users with a websocket connected to the site and people who have used that chat in the last two weeks. We could play with the time range.

The idea here is to make it so the chat window isn't a status on every user on the site even if they don't use chat. One downside is that it means chat will look less populated.

Like a lot of new features I've put in lately, this one is on a self-disabling timer. This one expires in two weeks. That way, we get some experience with it on and off and can decide what we like best. I figure if there is a request to turn a feature back on after it expires, that tells us what the best is. But we can also do a preliminary poll.
