I don't know the answer to this, but I do know of these trends:
Trump does what he's told. He's no mastermind of anything. (Indeed many presidents have been puppets.)
The narrative the Executive Branch and Pentagon want us to believe is absolutely not informative of the answer (ie. this isn't about drugs and immigrants, which are traditionally addressed by the usual government agencies).
Maduro says this is about oil. We don't have to trust his opinion, but there is a long history of US aggression in central and couth America for the control of resources.
Other sources say this is about minerals. I'd like to more about that. The fight for mineral resources is extremely important at a time when China has control over most of the most important minerals for electronics. Russia invaded Ukraine for minerals. The US made a "deal" with Ukraine for their minerals.

The US certainly wants regime change in Venezuela, but for what purpose? There is a long tradition of the US causeing regime changes.
