Openly call them gay. There is a problem that some people's main purpose for web interaction is user drama. That's not what this place is about. User drama is gay and both sides of it are just homos.
But do you know what I do that's different. I have an actual conversation with people. Some people create an infinite list of rules. Others create a vague list that technically let's them ban anyone. Some people ban the second they dislike them (AOU).
If I see a problem that is actually site wrecking (rare) I just message them, get them to understand my side, ask if they can improve, and if they can't yeah, banned. I did it to carnold when he was taking over the front page every day with reposts.
This is a good thing. Jason is right, but i think that attitude kicks ass.
Back when reddit first started it was awesome. Digg was on the fall as a news aggregator and then reddit picked up the slack AND allowed more user interaction than just news stories. I was working at a mortgage company during that time, and i got to see the housing bubble burst in real time. It was a thing of beauty; both reddit and bubble burst. Code posts were front page, there was intelligent and real people using it, not just bots re-feeding itself garbage. Then the popularity drove it down the tubes (along with the owners selling out n stuff), and now we have "le" bot-fest the website.
Thus, a lower user count on a board is good for innovation and meeting real people who try to do cool stuff.
Jason, the system manager of Upgoat.net appears to be growing tired of doing it. He might stay around for a bit after all. Those of us who came over from Voat, dislike how voat closed, and wish upgoat well.
You can share this with the Upgoat folks to ponder upon.
So far I haven't seen a site close that actually needed to.
The problem is "ownership", poor management, and egos.
All forum communities are built by the members. Otherwise it's just a dude on an island alone masturbating. If people go to that island, the dude may own the island, maintain the landscaping, and curate the artwork - but it's stupid and selfish if he think he owns the community.
If he/she gets tired of managing everything himself he should build a trusted team and establish systems to help keep them aware of all the important aspects rather than get caught up in the details and drudgery. If he can't do that, then it's all on him, and I have no sympathy for idiots (like magnora7 who wasted SaidIt.net's great potential) who take it all on their shoulders alone and bitch about it.
Owners/admins who won't get a team and systems aren't worthy of hosting community even if technically they can. Even a tech-savvy person can recruit folks with management skills - or folks who can find folks with management skills. Ideally FOEPATCHISM.
If the owners/admins refuse to embrace FOEPATCHISM for whatever reasons and can't handle their job they should hand the keys to the community over to someone(s) who can. Choose a successor, have an election, sell it by auction, or figure out whatever it takes to not kill the community. The great failure and shame is on the owners/admins who would rather burn the whole thing down than give it up. Selfish dicks.

I'm still working on the first draft of the constitution for it - the foundation for a bottom-up community self-managed forum. I have the island. I will ban people when necessary. But I never want to be judge or jury - or caught up in every detail of every day - and will delegate responsibilities to our open trusted team welcoming community input. Unburden the admins. Let the community rule itself. Many like-minds are greater than one ego.
With community input and acceptance of their role, the community oversight trusted-team will handle problems and collectively come to decisions about them - on LeverMind. They can make guides and rules, vague or not, as they see fit.
