You need the DOS version of the game for the data files. There are abandware sites with the DOS version and manual for download. It had copy protection where you needed to read through the manual and answer questions to prove you are the real King. This is a rewrite of Civ2: https://freecivx.com/ for the web that doesn't need the datafiles.
