I feel like draft could show up in more than one stage.
A while ago I realized that full scale war is so stupid that it can only survive on slavery and loss of human agency. If people can retain their agency they will choose something smarter than war.
Of course there is war today. What explains that? Stupidity. There is a certain level of natural stupidity that enables a certain level of war. But to have total war you need total stupidity. More importantly you need to entirely ignore the will of people smart enough to realize they aren't contributing anything positive by participating.
