A sufficiently reinforced exterior can distribute the forces across the base of dome. So, a two or more story dome could be designed to suspend the upper floors by supporting the load under tension from the top of the dome. So the bottom flow would be completely open space without being interrupted by structural support columns.
A completely open ground floor design would be impressive.
