Lol. I own something like that. Far less engineered. I had an overly turbulent vent tapped into a high pressure area of the hvac. Restricting the flow successfully limited the flow but made that flow even more high pressure and equally turbulent. So I made something like this to be a diffuser. Except mine is a little more jank.
