I could already see it happening in the west to some degree at the local level. There is a spectrum of retaliatory "you must be crazy" so we are going to address that with something that is a punishment. At the lowest level there are "wellness checks" on people who have a problem with the police. Whether they've actually followed through or not I'm sure there are plenty of police that have threatened to involuntarily commit someone they find a annoying.
And maybe some people the police find annoying are crazy to a degree. Doesn't mean that they should be targeted as a form of retaliation.

I wouldn't be surprised if something similar happens in the west in the next 20 years; to people who don't recognize trans, etc.
