I'm not convinced it doesn't harm one's mental wellbeing, I've heard too many stories of people who in their own words wisened up about it and subsequently got out of a depression. Never tried it myself. Yes it should be legal.
I started as a teenager. In the beginning, maybe once a week or less (was damn hard to get back then). I quit about fifteen years ago....was getting a high maybe three to four days a week. I'm pushing seventy now. Yeah, I looked forward to the high, and to the psychonautic use. I think ALL drugs should be legal, but especially cannabis. Stipulations? I'd be okay with it being treated like booze, even though I was smoking as a teen. No more harmful than booze, ritalin or the other shrink-prescribed dope for the feral kiddies.
All drugs should be legal because that allows for actual studying.
That being said, weed is harmful. Its "relaxing" properties come from your hold onto your very life relaxing itself. That way, your problems appear less pressing. Sure, that sounds fine, but you still have to, you know, TAKE CARE OF THEM, which you will not do as diligently if they don't feel terribly pressing.
I know it makes a lot of people complacent, but it actually made me extremely anxious (to the point of panic a few times) and occasionally paranoid. Interestingly/disturbingly the paranoia persisted in a general sense, even when I wasn't high.
I used it for years and this only happened near the end of that time, so I'm not sure if I changed or if it's because weed has gotten more potent.

This is going on memory, but as I recall, there are two types/species of cannabis....sativa and indica. One has a speedy high and the other has a sedative effect. Don't recall which is which. Too long ago. The speedy crap causes paranoia.
The sedative version does not.
As the Mexican/Colombian/Thai became rare, and the homegrown/domestic junk flooded the market, the latter was mostly the speedy crap, which likely contributed to your experience. It was one reason I stopped. The good stuff was near impossible to find, and the domestic crap was being passed off as it. Too many times I had to sell off what I had bought because it turned out to be the speedy crap. Of course now I can get anything at the pot shops, but the prices are outrageous, and I'm just not into Psychonautics anymore.
It's enjoyable but can be counter-productive if you over-indulge. There's no reason to outlaw it but it shouldn't be sold to minors or teens with developing brains. It's probably somewhat harmful to the lungs but IMO, is far safer than alcohol. And yes, I inhale, that's the point. But I didn't get a BJ from an intern in the oval office...
