I think they are trying to reduce demand or their own dependence ahead of an planned reduction in supply if you get what I mean. I might have figured out what 2030-2041 is.

There's a paradox there too. Let's say for a moment that eugenics is an ultimate good, painful but necessary. You'd want to come up with standards and methods to determine who is worthy of saving above all others. Without delving into all the grey areas of what is "fit", "intelligent", "beautiful", etc. (they're mostly simply average) they could come up with something. Even if it was as simple as just the richest families survive - because they're the most "adaptable" by using intelligence, deception, manipulation, greed, bureaucracy, violence, etc. Are those even the traits we want to see in the future of humanity? Almost everything we have and have accomplished is only because of generous parents and communities' cooperation, not lethal avarice.
