I wonder why anyone would want to set up a city as a central government anymore. Switzerland was able to run a distributed model long before the internet. Now that the internet exists it makes more sense to put offices all over the place. This makes it harder to attack. It also avoids over gentrifying one area. But maybe that is a goal. Living in the shadow of DC and having seen it I don't know why anyone would intentionally try to create a giant commute hole.
If someone is trying to create and force new designs into the world in order to feed their ego at least make the design less fucktarded. But maybe I shouldn't be helping governments solve how to make employing people easier. Maybe I should be happy government workers waste 2.5 hours of their day driving. And if they want to go work for the government from another part of the country they have to move and deal with insane cost of living.
