What's the difference between a threat from a politician and a civilian?

Apparently it's illegal to request a political figure to commit a violent act. But that's what all laws and political discourse are.

It should in theory be equally illegal to say, "Trump, please bomb Iran."

I think it's good they take it seriously in this time of mass shootings, maybe she was just joking but who knows? I know it's somewhat common to call in a bomb threat to get exams cancelled. These days you'd get your phone traced but she might have thought she'd get away with this?
