What's really crazy is that like 90% of Japan's population was on meth at one point, with only rare problems from it. The problem is that the people who do meth are exactly the people who shouldn't. But if it was available to the broader public, most people would tolerate it fine. If you know how to do stimulent moderation then you know how to do stimulent moderation. Simple as.
